going up the hill

i find my manual 3rd gear very inefficient when i am going up any hill. i ave to come down to 2 nd gear which causes a lot of engine noise and high revs.
i am talking about on road driving/towing a boat.
is this situation specific to my car?
has anyone got similar problems?
can anything be done about it?
otherwise on normal roads car drives perfect in any gear.

What road speed are we talking about and what is gross weight of boat and trailer?

about 2 tonnes gross weight with the trailer but even when i am not towing or whether the car is loaded or not i lack the power i need in 3rd gear going up hill.i think we are talking speeds of 40-50miles/hr. it feels as if it is too high of a gear.on level roads it pulls and accelerates fine
