I assume, though, that it is a Berlin civilian registration number?

It is a Puch 230GE ex-Swiss army. The only military version without the folding windshield. Right now there are tons of such Swiss surplus vehicles for sale across the Europe.

Absolutely and by the looks of the letters on the windscreen this one has been recently decomissioned.
