matt military green and possibly LHD..... ratty low loader! 12 and the flag might indicate the 12th British entry into some event....back door secure with the spare wheel padlocked across the door handle .....

LOL... that's a UK military Brixmis plate... probably the one Bill was restoring I would guess.
