Hi All having recently investigated a cold start / erratic idle problem the following symptoms and diagnostic details may be of help....
Symptom 1. erratic idle rpm effecting the cold start characteristics in as much as the idle motor was not increasing the rpm when the enrichment mode should be functioning.....the seventh injector was shutting off within ten seconds of starting due to false sensing back to the EZL relay....
Symptom 2. erratic and fluctuating idle rpm after braking as the idle motor senses it needs more vacuum because of the bleed into the brake servo... it increases the revs to maintain adequate vacuum for further braking...
Diagnosis....there is a permanent loss of the correct vacuum level in the inlet manifold caused by perforation/leaks in the vacuum system plumbing resulting in erratic idle motor activity.

Remedy..find the source of the vacuum leak and rectify which will then let you set up the idle motor and air mass sensor to the correct parameters.

Good news is, replacing the vacuum hoses and connections should be cheap (material-wise). I would also check the Over Voltage Protection and Fuel Pump Relay by swapping them out with a vehicle known to idle well...but only if it is still a problem after the hoses/tubes.

Those on mine look like they've all been changed recently which is reassuring considering the vintage (91).
