It was widely believed that older vehicles would be exempted from the shake-up, which is designed to penalise high emissions.
However, the Treasury said that owners of larger cars bought since March 2001 would be hit.
A spokeswoman denied that the move had been slipped through "on the quiet", but admitted that last month's Budget had not "spelt it out".
"It's not as clear in the Budget as it could be," she said. "It's not explicitly spelt out."
News of the unexpected levy is likely to cause fury among motorists amid soaring costs for fuel and other essentials.
Some experts estimate that the Exchequer is already set to benefit from an extra £2 billion in revenue this year thanks to high petrol and diesel prices.
Under the new road tax system, there will be 13 bands ranging from A to M, with vehicles being classed based on their carbon emissions. New cars will also be subject to a so-called "showroom rate".
Mr Darling said the changes would come into effect from next April, and raise an additional £1.2 billion in revenue by March 2011.
However, critics insist he failed to make clear that much of this money would come from older cars.

My next vehicle will get 65mpg, be Congestion Charge exempt and entitle me to free parking in central London and still be great for green lanes.... hopefully going to get down to the dealer to look at one this weekend and get one over the next few months...
i was up at 27mpg for a few runs but then i drove back to uni on my own the other night and my right foot got a bit heavy on the empty a11 dropping my average again! silly really at £1.11+ a litre i should be being careful!
i should just buy a diesel golf or something but with a mortgage and no possible employment for the next few years i haven't got the cash to splash! its still cheaper than the train though and takes 2 hours (or 1,40 the other night) compared to 5 or six!

Where are the details of the new tax rates and nands. Not that I need worry as my G is registered'99. Nice to think that I will share in the additional 1.2b tax revenue though

smart move! sadly even though i used to race over rocks and through trees (literally some times) parents have a strict no road bike rule, would be much easier though specailly around uni!

So does this affect cars older than 7 years but registered in th UK within the last 2? It's a bit like the congestion charge confusion that was going around a couple of weeks ago on the forum.
Basically, I'm asking if my 1996 G300TD (imported and registered in 2006) will have to pay the higher road tax and the higher band of CC?? I just don't get it.............
The pre 2001 import question seems variable... but it depends how it gets classified when registered. If it is down on the paperwork as a PLG with no CO2 banding then you pay the flat rate. If it was an import from outside EU it would have to go through SVA (single vehicle approval) and they only added C02 band testing to these laterly.. so early imports missed the rating and so are flat while the later imporst are banded.
So read your registration docs .. but suspect you claimed it was EU approved via MB and so missed out SVA; and therefore they put it into the CO2 banding that MB stated in their EU approval document.
So that is a Gotcha I'm suspect .. but DVLC registration document will tell all ... just look for a CO2/km number, if it exists that is your tax rate, otherwise taxed as pre 2001 car.
Pistonheads had a long discussion on this yesterday.. lots of Jap imports that this gets really grey on... but if you have a CO2 number on your registration docs with DVLC they have you...

When was your car imported? I am pretty sure it would have a CO2 rating on it.

Not necessarily, if CO2 levels aren't on the COC, they can't be on the UK reg docs.
Although Mercedes showed CO2 rate before they legally had to, i don't know if they showed them as early as 1996.

Ps the wife got 64.5 mpg from the Galaxy on Monday, return trip to belfast 100 odd miles including city driving.
The air flow mass meter had died, from I had parked her up that morning , DOH
£55.00 and 15 mins ( one of the spring loaded air hose clips attempted to get into orbit ) of my labour fixed that.
Mind you I was genuinely getting 50mph for the last couple of runs of 40 plus miles mixed driving.
With 90 hours on the cumulative consumption meter we are showing an aggretated 47.5 mpg at 31 mph
Per fuel computer , which was only + or - 3% when I last checked.
