It's a 9-seater!
You tell the DVLA it's a 9-seater they issue you a new V5 with details inside page, only if you have the extra seats at the rear, so it's down as ''No congestion charge'', you tell congestion charge people first they issue you with a letter etc that I think you have to renew once a year with them(for thier records).
