I am guessing it's a tyre inflator as there's one on each corner but happy to be corrected

Any guesses as to where it is?

I would tend to agree, it does looks to be a tyre inflator/deflator.  Someone has adapted one for themselves; the air feed  to the tyre seems to be through the wheel its self.  I have been under the impression that the use of deflated tyres requires bead blockers to prevent the tyre from coming off the rim; this system does not employ one.

My guess was a deflator/inflator. As you may be able to see from the garish paint job, it's desert based and when, 7 year back, I went dune bashing in Dubai in a LandCruiser, they let the tyres down before heading into the sand. So I assumed it was some sort of rig for doing the nasty job of changing tyre pressures from the inside...

It's in UAE - Rainbow Shiekh - and Clarkson visited.
