I still have my non-photo paper licence (just) and trying to hang on to it as long as poss.  If I ever move address, I will have to get a new photo one.  I didn't know it was an offence not to have one - certainly don't need to carry it with you, but I guess the offence is failing to produce at a Police Station if required within x days of being requested.   Which, in these days of online and roadside licence checking is bonkers, provided you can prove who you are in other ways (passport, bank, utility  details etc).
