Steering wheel off Centre and left pull

My 1992 300GE SWB had had 4 new tyres now, been balanced and tracked yet still has(a now slighter but)a left pull and an off-centre steering wheel.

When you say "a left pull" do you mean always or only when braking?
Not sure where you had the tracking done but, as far as I'm concerned, they should have ensured that the steering wheel was centred as part of that job.
If the tyre fitting company (Quick Fit, Just Tyres or similar) told you they could do the tracking properly - they can't.

There is tracking and there is tracking; depends on who tracks it and importantly how.
Before tracking is conducted, ideally the vehicle needs to be inspected for excessive wheel bearing play or similar in any of the steering/suspension components. Tyre pressure all round should be checked and appropriately adjusted.
All being well basic tracking using the Dunlop gauges will do the job but ideally you want to go for four wheel alignment check; this ensures/checks that the front axle is aligned or adjusted squarely in relation to the rear axle.
If the rear axle is biased in one direction and the front axle in another, regardless of the front wheels being correctly tracked, overall the vehicle would be "Crabbing". This is where the rear end does not drive a square line in relation to the front axle. Just like a crab does not walk straight, hence "crabbing".
With four wheel tracking, hopefully this condition can be picked up measures taken to correct the condition or take into account and adjust accordingly.
The steering wheel alignment should be part of the alignment process - by the way, on the G-Wagen set up; the steering wheel can be adjusted without affecting the tracking once this has been adjusted.
The G-wagen does not have a steering rack, it has a steering box; if you were told that the rack has a problem then the so called mechanic does not know what he is talking about and giving you B...S... to get out of having done his job properly in my opinion.
Pedantically, when doing wheel alignment the vehicle has to be in the right drive condition, i.e. correct amount of fuel, the front and rear seats correctly weighted etc. All this neither the dealers or wheel alignment specialist do not do!

done Any car will wander slightly to the left due to the camber on UK roads, that being said it should only be minimal.
The steering on a G needs to be set up in a given order
Set the tyre pressures
Set the tracking
Set the steering wheel on the column so that the indicator cancel is straight ahead (don't take the steering wheel off again once this has been done)
Count the steering wheel turns lock to lock to make sure the steering box is centred checking the lock stops are both just touching.
Centre the steering wheel by adjusting the drag link. Don't take the wheel off!!!
