Spare Wheel Cover
I have the standard steel ring and centre cover with logo. The steel ring is on tight and does not move, but the centre cover does move around a little and in part comes away from the lip of the steel ring. Is there something else behind the cover that is holding the cover in place, or is the steel ring the only thing holding the cover in place? I cannot check mine as I cannot find a key to remove the steel ring.

If yours is the original MB version, then yes: the steel disc can be a little loose and move around, but it should not be able to come out entirely. There should be a black plastic/rubber edge protection strip around the stainless steel cover band and this helps to prevent the steel disc from slipping out completely. There should also be an adjustment collar on the centering tube oin the back of the disc that helps to prevent too much movement. The steel disc should be supported by its centering tube which inserts into the centre tube of the wheel carrier.
Are your tyres too big?
they should be 265/60 R18 or 265/70 R16 or equivalents in diameter.
